The reports indicated that Healthway Pharmacy, operated by Salim Yusufov, was engaging in the receipt and distribution of drugs prohibited by the FDA which had been sourced from Russia, alongside committing healthcare fraud. The initial indictment implicated Timur Yusufov, along with his co-defendants, in various serious charges, including conspiracy to traffic in contraband cigarettes, trafficking in contraband cigarettes, distribution of oxycodone, money laundering, and the sale of a drug sample. On or around December 28, 2012, Timur also received a shipment of illegal cigarettes intended for someone else. In return for this delivery, he made a cash payment amounting to $530,000.
